How to historically research public policies in higher education? A proposal for analysis.

Abstract

This article presents a framework of historical analysis for the study of public policy, through a bibliographical investigation of the study of policy, arguing that this debate has a direct impact on the production of knowledge in the field of educational research in general, and in the area of educational policy in particular. The approach begins with a review of higher education policy, focusing on the New Public Management and public policy studies models, to serve as a counterpoint and build a framework for the historical analysis of public policy in higher education. It concludes with a synthesis of how policy research in higher education can benefit from the analytical tools of the historical perspective.
