Methodology for Primary Valuation of Rural Properties for Feasibility Studies of Dam Projects

Abstract
In order to evaluate any rural property in a traditional way it is essential to perform statistical analyzes based on primary data from the area of study. Similarly, to verify the feasibility of carrying out a large engineering project, it is necessary to assess the environmental, social and economic impact of the affected areas. Economic valuation is usually performed using on-site data. In preliminary studies, even when primary data are not available, land cost estimates may be required for the purpose of assessing the need for expropriation. Therefore, an alternative methodology for land use and occupation costing with priority use of secondary data was developed. Based on the definition of land cover classes, a bibliographic survey was carried out to value these, taking into account the socioeconomic reality of the regions worked on. It was possible to find values of direct use for each of the classes, as well as the places of study. Thus, costs of three areas were obtained, and the results showed that the developed methodology is, besides simple and low costing, promising. The viability of the areas were analysed through economic bias, identifying the most viable locations for implementation of engineering works, discarding the others.
