From Global to Local: movements of the anti-gender offensive in the Education Plans of the state of Santa Catarina

Abstract

This article analyzes how the anti-gender offensive materializes in the State Education Plan of Santa Catarina and in the state's Municipal Education Plans. Anchored in the Policy Cycle approach, the study examines the context of the production of political texts, taking the National Education Plan as a reference to understand the disputes at the state and municipal levels. The results indicate that the offensive operates through different strategies: at the state level, through the adoption of generic language that produces semantic evasion; and, at the municipal level, through the intensification of processes of silencing, exclusion, and regulation of the term "gender." It is argued that these dynamics configure a cycle of exclusion and regulation, in which gender is not eliminated, but its meanings and possibilities for emancipation are controlled in educational policies.
