Como pesquisar historicamente as políticas públicas no ensino superior? Uma proposta para análise.

Este artigo apresenta um quadro de análise histórica para o estudo de políticas públicas, através de uma pesquisa bibliográfica sobre o estudo de políticas, argumentando que este debate tem um impacto direto sobre a produção de conhecimento no campo da pesquisa educacional, em geral, e na área de políticas educacionais, em particular. A abordagem começa com uma revisão da política de ensino superior, com foco nos novos modelos de gestão pública e estudos de políticas públicas, para servir como contraponto e construir uma estrutura para a análise histórica das políticas públicas no ensino superior. Conclui-se com uma síntese de como a pesquisa política no ensino superior pode se beneficiar das ferramentas analíticas da perspectiva histórica.
