The Multipurpose Cadastre influence over the Processes to Urban Land Regularization

Abstract
Territorial Cadastre influence over land regularization processes has been analyzed based on eight case studies in the following municipalities: Formosa – GO, Fortaleza – CE, Novo Gama-GO, Pinhais-PR, Nova Lima-MG, Palmas –TO, Jaboatão dos Guararapes-PE, Quatro Barras-PR. All the regularization cases were carried out in areas without an appropriate cadastral system, which is a very common situation in Brazil. The study showed that the process of land regularization is carried out before an execution of a correct and accurate local Territorial Cadastre. In an ideal situation, when the municipality already has a Territorial Cadastre, it would be possible to use the existing database for the land regularization process, which would represent a considerable saving of time and cost reduction. In six of the case studies analyzed, the necessary information for the land regularization was generated in a more complete way, contemplating cadastral survey; topographic and geodetic measurements to characterize the geometry of the occupations, as well as the collection of socio-economic data of the population. In the other two plans, some important information, as the topographic survey range, was not foreseen, make it impossible to complete the process of land regularization in its totality. The research also pointed out the necessity of a national Territorial Cadastre to facilitate the processes of land regularization correcting the consolidated wrong idea that in Brazil the Cadastre is recognized only as a tool to support taxation.
