RURAL RESILIENCE INDEX REGARDING THE OCCURRENCE OF dry spell AND DROUGHT EVENTS ON A MUNICIPAL SCALE

Water scarcity in rural areas causes significant environmental and economic problems. When combined with rural residents’ limited capacity to manage these challenges, the negative impacts on these communities may be intensified. The characteristics of this social group highlight the need for effective public management in the implementation of natural disaster public policies. This study unfolds in two stages: the first aims to contextualize existing methodologies for measuring such climatic events in rural areas; the second develops an index to quantify rural resilience to water scarcity, with potential for replication by local administrations. The findings indicate that current methodologies have unique characteristics that are not easily replicated by local governments, as they are often tailored to specific situations and require technical expertise for implementation – posing challenges for small municipalities. For the rural resilience index, 20 indicators were identified. Although the Index was successfully developed, certain limitations were identified, including the goal of making the method easily replicable, and the availability of census data required for this type of assessment.
