An overview over the expropriation for agrarian reform in the last 25 years

Abstract

The Brazil´s Constitution stated the Agrarian Reform as an important goal. However, over last 25 years it has been seen a flip-flop on land acquisition policy by the National Land Agency (Incra). Focused in Incra´s 1995-2020 database this article analyzed the number immersed on rural land acquisition by expropriation and its relationship with the current situation of the land use in Brazil. In this period there are advances and setbacks in agrarian reform, and a sharp reduction over the last ten years, strongly dependent on economic and political status. Besides, is clear a correlation between the available government budget for expropriation and the number of settled families, especially in the North and North East. The data point out there are still rural properties subject to unproductivity in Brazil, opening space for a re-discussion of the agrarian reform policy by expropriation.
