SOCIO-SPATIAL MANAGEMENT OF THE METROPOLITAN REGION OF THE CUIABÁ RIVER VALLEY-RMVRC – MATO GROSSO: FACES AND INTERFACES OF MUNICIPAL LEGISLATIONS

This article’s main focus is the analysis of the legislation of the municipalities that comprise the Metropolitan Region of Vale do Rio Cuiabá (RMVRC). Documentary research and content analysis were adopted as methodology; To this end, 48 pieces of legislation were selected and verified using the NVIVO software, which produced figures, highlighting the number of times that terms related to public functions of common interest and the metropolitan region would or would not be mentioned in the legal texts of the state of Mato Grosso and the RMVRC municipalities. The results showed that although mentions of “technical cooperation”, “state and municipal articulation” or “articulation with other public policies” are common to all analyzed municipal legislations, it was observed that the absence of the terms “public function of common interest” or RMVRC. It was found that despite its legal existence, the RMVRC and the public functions of common interest listed by it have not yet been incorporated into municipal legislation, especially for those with weak economic bases and low revenue volumes. It was also inferred that the legal texts analyzed only mention one public function of common interest – sanitation – with different values, given that in the context of state policies it assumes relevance.
