BEYOND FOOD SECURITY: THE CISTERN POLITICS FROM THE PERSPECTIVE OF COLONIALITY/ANTICOLONIALITY

The cistern programs developed in the Northeast region of Brazil are guided by a set of principles expressed in the notion of Coexistence with the Semi-Arid region, which advocates a more stable relationship between the environment and society, in which the appreciation of local knowledge and collective learning are instruments of emancipation and autonomy. This article aimed to analyze to what extent the "One Land and Two Waters Program (P1+2)"(Programa Uma Terra e Duas Águas) contributed to forging new practices, insights, and links with the territory (decoloniality) through the access to water and nourishment. To this end, in addition to a literature review, structured interviews were conducted with representatives of two entities executing the Program and with forty-two families benefiting from it, in the Sertão do Apodi/RN territory. It was ascertained that the program, by expanding access to water and food, not only promoted the food security of families, but also served as an instrument of resistance to hegemonic forms of power, knowledge and being. The dismantling of this social policy invariably sought to neutralize these local resistances and stop specific subjects from sufficiently expanding their productive capacities.
