HYDRAULIC MODELLING APPLIED TO FLOOD RISK ANALYSIS IN BRAZILIAN URBAN AREAS: THE CASE OF THE LAGAMAR SPECIAL ZONE OF SOCIAL INTEREST (ZEIS), FORTALEZA (NORTHEAST BRAZIL)

The process of urbanisation in Brazil has been a significant contributing factor to the formation of large cities with marked socio-spatial inequality. This has occurred alongside a lack of adequate land-use planning, resulting in numerous population densities of high social vulnerability located in areas of natural risk. This study examined the vulnerability to flooding events in the Lagamar Special Social Interest Zone (ZEIS), situated in the city of Fortaleza in north-eastern Brazil. The objective of the water modelling applied to the lower stretch of the São João do Tauape creek was to identify the areas most susceptible to flooding events. This will contribute to the development of land-use planning strategies and the regularisation of urban land titles. To achieve this, historical rainfall series for the area were employed, integrated with GIS and inserted into hydrological models (HEC-HMS and HEC-RAS). The mapping exercise revealed that all the areas under consideration within the ZEIS are at risk of flooding during the different return periods of the maximum rainfall events, with intervals of 10, 25 and 100 years. The results demonstrated the significant potential of integrating geoprocessing tools and hydrological modelling to support territorial planning and decision-making by municipal managers.
