Urbanization and flooding play a cyclical role in the construction of disaster risk, so this research aimed to identify the areas prone to flood disaster risk and its interrelation with the process of urban sprawl evolution in the municipality of João Pessoa, Paraíba. The methodology was divided into classifying areas susceptible to flooding, using different spatial resolutions and clippings, and analyzing urban expansion in the municipality between 1990 and 2018. The best results appeared when using 5 m × 5 m spatial resolution and a spatial approach focused on watersheds. The watersheds of the rivers Marés-Sanhauá, Jaguaribe, and Gramame had the highest percentages of areas with "very high" order of prioritization of flood risk reduction actions. During 1990 and 2018, the Cuiá River watershed showed the most urban expansion; in 2018, it was Jaguaribe, Marés-Sanhauá, and Cuiá. The Jaguaribe and Marés-Sanhauá watersheds have the greatest overlap of urbanized areas and areas with a high degree of priority for flood risk reduction actions. Given this, preventive and adaptive actions are recommended in the highest priority areas of the Jaguaribe, Marés-Sanhauá, and Cuiá watersheds.
