A FUNÇÃO GEOESTRATÉGICA DAS ÁGUAS SUBTERRÂNEAS PARA OS PAÍSES PLATINOS

Abstract

The aim of this article is to demonstrate the geostrategic function of groundwater for the countries of the La Plata Basin: Brazil, Paraguay, Uruguay, Argentina and Bolivia. The Platinum Basin is one of the most extensive in the world, composed of three large water systems: Paraná, Paraguay and Uruguay rivers, which form the Rio da Prata (estuary), in its bowels it houses one of the largest and strategic aquifers, the Guarani Aquifer System  (SAG). Through bibliographic and documentary research, the article shows that these transboundary waters constitute an element of solidarity between these countries, exercising a primary function expressed in different economic, social and environmental aspects. It is observed that daily practices generate commercialization of water with its aspects contrary to the globalization of solidarity, the exacerbation of individualism and the spread of control territorialities. The current model of economic growth is unlimited, free trade, specialized in some productive species, and does not respect natural processes and their times. In this effort, the impacts on a local scale can be attributed to a demand of international scale in the search for spaces to produce, especially in regions with water abundance,  invisibly the destruction and transfer of this patrimony.
