SMALL MUNICIPALITIES IN THE STATE OF PIAUÍ CREATED IN THE CONTEXT OF THE BRAZILIAN CONSTITUTION OF 1988

The discussion about small Brazilian cities poses a methodological challenge in the search for a pragmatic definition. After all, what is the best criterion to define what a small city is? There are two most commonly used approaches to address this question: one based on demographics and the other on a qualitative assessment of the goods produced. The general objective of this study is to examine the presence of small cities in the State of Piauí by observing their characteristics. As a contribution, the study aims to i) verify the impact of the enactment of the 1988 Federal Constitution on the creation of small municipalities in the State of Piauí; ii) categorize the types of small cities according to the definition of Corrêa (2011); iii) characterize the municipalities of the Cocais Development Territory, Cluster-3, created after the enactment of the 1988 Federal Constitution. To achieve the objectives, bibliographic and documentary research was used using primary and secondary sources. The research provided insights into the phenomenon of small municipalities in the State of Piauí and their respective administrative headquarters, indicating they are classified as small towns and local towns.
