INTERPRETATION OF URBAN AND ENVIRONMENTAL CONFLICTS ALONG THE BRAZILIAN RIVERBANKS BASED ON THE DEFINITION OF GEOGRAPHICAL SITUATIONS

In Brazil, the floodplain areas located along urban rivers have been explicitly regulated since 1989, despite the existence of the Forest Code, which already addressed the issue of permanent preservation of forests in 1965. Since the inception of these regulations, fixed preservation strips have been proposed for these areas without considering local specificities such as physical characteristics, use by traditional populations, or specific biomes. To understand the existence of particularities along the urban riverbanks of the country, the concept of geographical situations, present in Milton Santo's work, was operationalized to understand the specificities in different places across the country. The methodology of the study was based on the analysis and interpretation of over 300 articles presented at the three National Seminars on the Treatment of Permanent Preservation Areas (APP) in Urban Areas (Urban APP), held in São Paulo - SP (2007), Natal - RN (2012), and Belém - PA (2014).
