HOUSING POLICY AND THE CITY: THE MINHA CASA MINHA VIDA PROGRAM IN THE PRODUCTION OF URBAN SPACE IN THE CITY OF ALTOS-PI

The Minha Casa Minha Vida Program (PMCMV) worked in the production of urban space in different cities in the country. This article aims to analyze the contribution of the PMCMV Level 1 – a line of financing that includes the lower income population – in the recent production of the urban space of Altos-PI. In researches about the production of the Brazilian urban, the largest urban centers are privileged, in view of this fact the objective of this study is to glimpse the reality of a small city, both in terms of the population aspect and its role in terms of the regional dimension, having with a view to implementing a national public policy. Discussions were carried out through literature review, documental research, data collection in Altos municipal secretariats and field research. The PMCMV in Altos was present in Level 1 through the São Luiz and Prefeito Cézar Leal housing projects, whose projects were executed in line with what the literature about the PMCMV provides, showing that private agents tend to have a greater role, through the articulation of interests of real estate developers and landowners in the expansion of the city as a commodity. In spite of the population of the researched complexes finding housing, they lack basic public equipment and services.
