Abstract

In Brazil, small cities are the most affected by the outdated or non-existence of cadastral information on real estate units. Generally, the assessment and taxation of land in small towns is outdated, as city halls usually do not have the resources to carry out constant updates to their cartographic bases. Thus, in this work, an open geoinformation solution was developed, aimed at planning the cadastral update of a small town, aiming to contribute to the process of evaluation and taxation of land in an urban environment. For that, Monte Carmelo, a small town located in the State of Minas Gerais, was selected as a case study. The intention was to develop a tool capable of calculating the Property Tax and Urban Territorial Property (IPTU) using 1) outdated data from the City Hall and 2) data from OpenStreetMap. The results showed that it is possible to use open data to estimate the values ​​of taxes on urban properties, when there is no official geoinformation available. This approach showed that it is feasible to create a tool in the QGIS environment, open source and reproducible, capable of supporting urban managers in the decision-making process in the context of a small town.
