BALANCING TRADE-OFFS BETWEEN NATURE VALUES FOR A MORE PARTICIPATIVE MANAGEMENT OF CONSERVATION UNITS: THE CASE OF THE SÃO FRANCISCO XAVIER ENVIRONMENTAL PROTECTION AREA

This article aims to investigate and identify the trade-offs that exist among actors in the process of designing and managing land use and occupation in the Environmental Protection Area (APA) São Francisco Xavier (SFX). The investigation was carried out with three groups of local social actors who occupy and influence the use and occupation of the land - small milk producers, owners of inns and real estate agents. The study analyzes their knowledge regarding the function of this category of conservation unit, the degree of participation in the Management Council (CG) and the relative values attributed to the ecosystem goods and services that each one has in the planning of the APA management. Qualitative and quantitative mixed methods were used, including participant observation. The main result was the identification of divergences in the attribution of values and priorities in relation to ecosystem goods and services for the restoration of the landscape, therefore the environmental planning of the territory needs to consider trade-offs among the different actors – as well as the challenges for participation of planning – in order to guarantee that the objectives of the APA are achieved and maintained in the long term.
