TRANSPORTATION AND MOBILITY AS A SUPPORT FOR SOCIO-ECONOMIC DEVELOPMENT IN SMALL MUNICIPALITIES WITH A RURAL PROFILE IN NORTHEAST BRAZIL

This article is based on the study of mobility and transport conditions in small northeastern municipalities with a rural profile, focusing on the main social and economic groups that demand means of displacement (school transport, informal transport and transport for economic activities). For this, the municipality of Santa Maria do Cambucá - Pernambuco, Brazil was adopted as a case study. The general objective is to analyze the perception of local actors about the relevance of mobility and transport conditions as a means of supporting socioeconomic development. In order to achieve the objective, it was necessary to conduct interviews and the data obtained were analyzed quantitatively and qualitatively. In the analysis of transport conditions, it can be seen that among the means of transport analyzed, school transport is the best evaluated, followed by transport for economic activities and informal transport. To overcome the problems reported about transport infrastructure, a maintenance plan for municipal rural roads is suggested. For informal transport, the need for regulation and inspection of the operation is pointed out. This research also proposes guidelines for small municipalities with a rural profile, as they represent a large part of the municipalities in the Northeast and Brazil and currently there is no adequate mobility legislation applicable to them.
