PLANNING AND GOVERNANCE IN THE CONTEXT OF SUSTAINABLE TOURISM DEVELOPMENT: A SYSTEMATIC REVIEW

Abstract

The aim of this paper is to discuss how governance and tourism planning have been addressed in the specialized literature. In methodological terms, a systematic review based on the analysis of qualified national scientific publications was employed. As main results, it was verified that the works on governance still deal with tourism planning from an exclusively economic development perspective and minimally insert in its discussions the sustainable dimension. The inferences, divided into subgroups of similar articles, made it possible to verify problems associated with the inexistence or ineffectiveness of tourism planning, which considers only the economic dimension. Added to this, there was a lack of the approach to governance in tourism in the analyzed papers, requiring inter-relation of the notions of sustainable tourism planning and governance. It was concluded that studies addressing governance and tourism planning are limited, with infrastructure of the tourist destination, centralization of power and degradation of the environment considered of little significance, representing, therefore, the main challenges of planning in the context of tourism, mainly if related to governance. This study contributes to reflections on management, challenges and dialogue between planning and governance in tourism in the Brazilian context.
