RISK MANAGEMENT IN DAMS WITH EVIDENCE OF IMMINENT FAILURE: LESSONS LEARNED FROM THE CASE OF THE IPANEMA I DAM

The study presents the case of the Ipanema I Dam during an emergency situation, highlighting the measures taken to prevent failure and the lessons learned from the entrepreneur's perspective. The methodology consisted of analyzing the impact of the flood on the dam, designing a flood spot to simulate a rupture, monitoring and inter-institutional articulation, definition and execution of an emergency solution. It was found that the occurrence of above-average rainfall, associated with the rupture of an upstream dam, generated the flow that caused damage to the structure of the Ipanema I dam. The rupture simulation estimated the arrival times of the flood wave that would reach 81 riverside properties. Based on this information, the civil defenses acted to monitor and protect potentially affected families. In parallel, the articulation with different governmental spheres made it possible to define and execute the emergency recovery solution, which consisted of the recovery of the infiltration points and the eroded area of the slope, and the elevation of the side wall of the spillway basin. Finally, the case study of the Ipanema I Dam contributed greatly to fostering the application of the Dam Safety Policy, especially in adverse situations that require agility to minimize risks.
