Abstract
This article aims to analyze the public policy of digital inclusion, implemented in the municipality of São Paulo, called Wifi Livre SP, in the light of the doctrine of Maria Paula Dallari Bucci. Currently, there is ample discussion, both by national and international doctrine, about how the internet can enhance democracy. The world wide web opens up new channels for citizen participation in the democratic process. For the development of the present work, the methodology is descriptive and qualitative and involves the doctrinal review and analysis of technical and statistical data. It is concluded that the program under analysis is capable of promoting the expansion of digital inclusion in the city of São Paulo.
