MUDANÇAS FUNDAMENTAIS NA ESTRUTURA DE FINANCIAMENTO BRASILEIRA NOS ANOS 90: ALTERAÇÃO DE PROPRIEDADE E CONTINUAÇÃO DA LÓGICA ESPECULATIVA

Resumo O artigo versa sobre a análise da mudança de configuração da estrutura de financiamento nacional, especialmente no que tange ao mercado de crédito. Nossa hipótese é a de que as alterações que ocorrem nos anos 90 (abertura financeira, mudança de propriedade, maior articulação entre o mercado de crédito e o de capitais) são significativas o suficiente para indicar uma mudança na configuração da estrutura de financiamento nacional, especialmente no que tange à atuação dos capitais externos. Porém, destacamos que esta nova configuração preserva aspectos constitutivos da estrutura anterior, sobretudo no que se refere à limitação da alavancagem interna de recursos para financiar o investimento e ao perfil especulativo do sistema. Abstract This paper analyzes the changes on the Brazilian financing structure, especially the changes on the credit market. For us the alterations happened during the nineties (financial openness, property changes, new relationship between the credit market and the capital market) indicate an important change on the national financing structure, especially on the role of the external capitals. However, this new configuration preserves important aspects of the previous structure. One of the most important aspects is that the resources to finance the investment continue limited. Besides, the speculative profile of the system continues addressing the agents' performance.
