DESREGULAMENTAÇÃO E ABERTURA FINANCEIRAS: REPERCUSSÕES SOBRE A AUTONOMIA DE POLaTICA ECONÔMICA E AS CRISES CAMBIAIS

Resumo Este texto procura analisar os efeitos que a internacionalização financeira dos últimos tempos provocou na autonomia das políticas nacionais, e em que sentido ainda existe espaço para a atuação das mesmas no sentido de reduzir a fragilidade e a instabilidade financeiras dos países que aumentam seus graus de liberalização financeira externa, em especial aqueles em desenvolvimento, minimizando assim a probabilidade de crises cambiais e/ou financeiras. Nesse sentido, o trabalho se estrutura em três partes. Na primeira parte são analisadas as principais alterações do sistema financeiro internacional nas últimas décadas. Em seguida, procura-se entender de que forma a desregulamentação levou à exacerbação da concorrência interbancária e os efeitos disso sobre a capacidade de regulação das autoridades monetárias. Por último, observa-se de que forma o aumento do grau de liberalização financeira externa impacta na autonomia das políticas nacionais. Abstract This paper search to analyze the effects of the financial internationalization on the national policies autonomy, and in that still felt space exists for the performance of the same ones in the sense of reducing financial fragility and instability of the countries that increase their degrees of financial liberalization, especially those in development, minimizing like this the probability of exchange and/or financial crises. In that sense, the paper is structured in three parts. In the first part the main alterations of the international financial system are analyzed in the last decades. Soon afterwards, it seeks to understand how the deregulation took to the exacerbation of the inter-bank competition and its effects on the capacity of regulation of the monetary authorities. Last, it is observed how the increase of the degree of financial liberalization impact on the national policies autonomy.
