ESTRUTURA E DINAMISMO DE CLUSTERS INDUSTRIAIS NA ECONOMIA BRASILEIRA: UMA ANaLISE COMPARATIVA

Resumo Este artigo procura comparar as características de diferentes clusters industriais, tomando como base a experiência brasileira recente de estruturação desse tipo de arranjo. Com esse intuito, procura-se ressaltar a diversidade institucional desses arranjos, a partir de evidências apresentadas pela vasta literatura sobre o fenômeno. A seguir se descreve a metodologia utilizada para identificação e análise desses clusters no caso brasileiro, a qual utiliza como fonte básica de informações os dados da RAIS - Ministério do Trabalho. Esta metodologia baseia-se na utilização de critérios específicos (focalização e superposição) que permitem abordar a questão relativa à formação de clusters industriais com o necessário rigor conceitual e metodológico. São apresentados alguns resultados da análise realizada a partir dos dados da RAIS, ressaltando as diferenças entre diversos tipos de aglomerações identificadas com base na metodologia utilizada. São discutidas as diferenças estruturais entre diferentes aglomerações que fazem parte de um tipo particular dentre os clusters investigados, aquele envolvido com a produção de calçados. Finalmente, nas conclusões, são apresentados possíveis desdobramentos da análise realizada. Abstract This article tries to compare the characteristics of different industrial clusters, considering the recent Brazilian experience of structuring of that arrangement type. With that intention, it tries to emphasize the institutional diversity of those arrangements, starting from evidences presented by the vast literature on the phenomenon. It also describes the methodology used for identification and analysis of those clusters in the Brazilian case, which utilizes as basic source of information the data of RAIS - Ministry of Labor. This methodology bases on the use of specific criteria (focalization and overlap) that allow approaching the formation of industrial clusters with the necessary conceptual and methodological rigidity. Some results, taking in consideration the analysis of RAIS´s data, are presented, emphasizing the differences among several types of identified gatherings with base in the used methodology. The structural differences are discussed among different gatherings that are part of a particular type among the investigated clusters, those ones involved with the production of shoes. In the final considerations, possible unfoldings of the accomplished analysis are presented.
