The myth of guaranteeing growth based on institutional reforms: contemporary Brazilian labor reform (2016-2019)

The approach that an adequate institutional framework implementation is sufficient to achieve economic growth has prevailed in the academic and political field, especially in Brazil. In this context, the article aims to: i) analyze, based on the studies of North and Acemoglu, how such perspective derives from a neoclassical interpretation of the New Institutional Economics (NIE) approach; ii) rescue the Institutional Economics heterodox strands to demonstrate how this neoclassical interpretation is an example of an enabling myth; and iii) analyze the 2017 Brazilian labor reform reflexes in the economy, seeking to show whether institutional change guaranteed economic growth.
