The insertion of the discussion about the environment on the National Curriculum Parameters (PCN) as a transversal theme and environmental education as a privileged form of discussion on the environmental question had as one of its motivators environment conferences held during the twentieth century, especially the Tbilisi Intergovernmental Conference, which took place in 1977 in the former Soviet Union. These conferences were derived from two different processes that, although interconnected, had divergent and even antagonistic in relation to what is configured especially in the post-War as environmental degradation. But gradually being overcome was the antagonism between what once had emerged as a strong challenge to the terms of the expanded reproduction of wealth and the conditions favorable to this play so these questions about environmental degradation substantiated in a new circuit accumulation of the wealth. It was in this context that environmental concern has emerged and been instrumentalized as knowledge transverse institutionalized in the form of environmental education, which in turn brings rooted in the contradiction inherent to the context from which it emerged. However, this process also was not on the sidelines of a reflection Policy that by internalizing this discussion and reflect on their contradictions, situating it in the more general process of social reproduction and more space, raises questions the very foundation for environmental education . It is from the way this process is outlined and materialized in proposed here reflect the light of the critique of political ecology, which aims to analyze how a certain conscience of the the environmental question influence the environmental awareness in Brazil and how this process had environmental education important tool for their formation.
