The aim of this paper is to discuss the role that the individual occupies in the institutional evolution of Veblen. For this, we developed analytical framework, based on the works of Witt (2014), Potts (2003) and Metcalfe (1998) that present the fundamental characteristics of Evolutionary Economic Theory. This structure is based on the evolutionary ontology of Dopfer and Potts (2004, 2008), the Evolutionary Realism. From its application in the work of Veblen it is verified that in the institutional evolution the individual has a multiple role, he acts as agent through its instincts and habits, and, at the same time, he is shaped by the institutional environment.
