New Orientations of Rural Developement: concerning the new regulation

Abstract

Abstract: The aim of this article is to make a critical evaluation of the debates about the New Regulation of Rural Development presented by the European Commission, commenting, at first, the genesis context and evolution of the rural development policies (arisen of the breast of the agrarian policies). Then, the article analyzes the content of the proposal of Regulation of Rural Development and its implications so much in what refers to the strategies of the actors that intervene in the application of these politicies, like to the necessary institutional coordination that bears. According to the author, the Regulation 1257/99 of the Council, resultant of the Calendar 2000 and titled (confusedly) Rural Development, it is in fact a regulation framed in the political classic's of agrarian structures environment, although with some novelties, is about a restricted conception of rural development that could be denominated as "agrarian�. The current debates for the approval of a new Regulation of Rural Development rotate in lathe of an agrarian conception and another territorial one. Thus, under the pressure of some of the nets formed by the current ones "groups of local action�, the author thinks about the inclusion of a fourth axis (with their corresponding assured financing percentage) to pick up in a specific way the innovative dimension of the Leader initiative, being guaranteed the continuity of this initiative and of the groups that sustain it.
