Abstract

Abstract: The article tries to develop a reflection about both limits and potentialities of the developed initiatives, by local governments, in implementing active and articulate public policies, in a cooperative way, so much in national level as international, aiming at to combat the intensification of the process of social exclusion, in the context of the increase of the globalization, particularly in the last decades of XXth century.
