Abstract

The democracy in Brazil, since its deployment, finds serious difficulties to establish itself. Over the past years, flaws in the representative system are being pointed out and the defence of participatory democracy theory, more disseminated, leading to the creations of some social participation mechanisms. In this contexto, the
article aimed to study how the brazilian third sector has been fulfilling its political role in the construction of democracy, considering its changes in the forms of action and its Evolution also under international perspective. As a result, it is understood that brazilian democractic crises can only be overcome with the presence of a strong citzenship, which to be obtained, in face of the low organizacional capacity that is historically presente in latin american States, needs to be encouraged. It is observed that the brazilian Third Sector is growing and fortfying and that it defenders nature is more intense. This phenomenon derives from as much the revaluation of the popular participation principles in national sphere, with the creation of
some mechanisms, as the current inclusive treatment given by UN and by OAS to thats organizations. It is necessary, fowever, that the citzens political participation continues to be widespread in Brazil, for its presence in the public sphere is essential in a true democracy.
