The work approaches how the cooperation among the nations, more than the competition instincts, is the force that impels the International Environmental Law. For this, it uses as referential the principles that appeared along the times and try to give a juridical-moral sustentation to the limitations that are imposed to the sovereign right of States on their natural resources.
