Estado e particulares na escolarização de Portugal na segunda metade do século XIX: a escola Conde de Ferreira em Mafra

Resumo

Analisa-se as políticas educacionais portuguesas, na seqüência das reformas liberais da década de 1840, envolvendo a omissão do Estado, a transferência de obrigações para as Câmaras Municipais e, no presente trabalho, o estímulo à ação privada, que constrói e mobilia escolas, subsidia professores, doa terrenos, buscando salvar as crianças e o futuro da nação pela via da instrução, tornando-se uma alavanca poderosa para secundar os esforços do Estado e das câmaras. São cidadãos que pretendem deixar sua marca no desenvolvimento do município e, ao mesmo tempo, amealhar reconhecimento social. Um grupo importante desses beneméritos é constituído por emigrados que fizeram fortuna no Brasil - daí o codinome brasileiros -, que pretendem reverter parte do lucro pessoal em prol da comunidade de origem, em particular no cuidado da infância, por meio da criação de escolas. Entre esses ilustres portugueses destaca-se o Conde de Ferreira, que cria na segunda metade do século XIX uma extensa rede de escolas por todo o território português, incluindo a de Mafra.

ABSTRACT: Portuguese educational policies are analyzed according to the liberal reforms of the 1840´s decade, involving the omission of the State, the transfer of responsibilities to the County Councils and, in the present work, pointing out the stimulus to the private action which builds the furniture of the schools, subsidizes teachers, trying to save children and the future of the nation through instruction, changing into the powerful lever to bring down the efforts of the State and the County Council. The citizens are those who want to print their label in the development of the county of origin, and at the same time, to conquer social acknowledgement. An important group of these benefactors is composed by those who immigrated to Brazil - hence the name Brazilians - who intended to transfer part of their personal income in favor of their birth community, particularly in the childhood care by means of education. Among those respected Portuguese citizens, it is the Earl of Ferreira, who sets up a large net of schools in the second half of the XIX, including MAFRA.
