METHODOLOGIES FOR CALCULATING LOCAL CONTENT APPLIED IN BRAZIL ON CONSTRUCTION AND ASSEMBLY ENTERPRISES
Abstract
The aims of this work are to identify and to compare the methodologies for calculating Local Content applied in Brazil, focusing on Construction and Assembly enterprises of the oil and gas sector, the segments "downstream" and "upstream", considering that the current demand for investments in this sector is increasing and that many enterprises, especially those of Petrobras, bind in their contracts a minimum percentage of Local Content. In first instance, it was conducted the survey of National Methodologies used for calculating the Local Content, being identified five methodologies: Merchant Marine Fund, Currency, Banco Nacional de Desenvolvimento Econômico e Social (BNDES), Organização Nacional da Indústria do Petróleo (ONIP) and Agência Nacional de Petróleo, Gás Natural e Biocombustíveis (ANP). Of these five, three methodologies are widely used in the oil and gas segment: Currency, BNDES and ANP. Then it was conducted a comparative study between these methodologies in order to identify the differences and similarities between them, and disseminate knowledge about the subject.
