BRASIL EN EL ESCENARIO SURAMERICANO DURANTE EL SIGLO XXI: UN LIDERAZGO QUE TRASCIENDE LO REGIONAL

Resumo

Brasil recientemente ha alternado su reconocimiento en el ámbito regional con la búsqueda de su proyección hacia el escenario mundial. El gigante sudamericano ha asumido un protagonismo en las Cumbres de América Latina y el Caribe (CALC), en las del Grupo de Río, en las del MERCOSUR y en las de UNASUR, soportado en la notable incidencia que tiene por su gran tamaño (en territorio y población) y en el dinamismo que su economía ha demostrado en las últimas décadas. Actualmente, integra el selecto grupo de los BRIC junto a Rusia, India y China, y es actor relevante en distintos foros globales, como es el caso del G-20. Tras las presidencias de Fernando Henrique Cardoso (1995-2002) y Luiz Inácio "Lula" da Silva (2003-2010), Brasil empezó a ser considerado una potencia emergente. Ese protagonismo en espacios extra-regionales ha buscado disminuir la vulnerabilidad del país y aumentar el propio poder. Desde esta perspectiva, el objetivo del presente trabajo es analizar la participación de Brasil en el MERCOSUR y en la UNASUR, espacios en dondeha ejercido un liderazgo regional, y examinar su estrategia de inserción internacional en los últimos años.

ABSTRACT: Brazil recently has alternated his recognition in the regional area with the search of his projection towards the world scene. The South American giant has assumed a protagonism in the Summits of Latin America and the Caribbean (CALC), in those of the Group of Rio, in those of the MERCOSUR and in those of UNASUR, supported in the notable incident that it takes as his great size (in territory and population) and in the dynamism that his economy has demonstrated in the last decades. Nowadays, it integrates the select group of the BRIC along with Russia, India and China, and is a relevant actor in different global forums, as it is the case of the G-20. After the presidencies of Fernando Henrique Cardoso (1995-2002) and Luiz Inácio "Lula" da Silva (2003 2010), Brazil started being considered to be an emergent power. That protagonism in extra-regional spaces has sought to diminish the vulnerability of the country and to increase the own power. From this perspective, the objective of this paper is to analyze the participation of Brazil in the MERCOSUR and in the UNASUR, spaces where he has exercised a regional leadership, and to examine his strategy of international insertion in the last years.
